The apprenticeship levy still isn't doing what it was sold as

The levy was meant to put employers in the driving seat and get more people, particularly younger people, into proper apprenticeships. Depending on which year's figures you look at, it has mostly done the opposite: large employers using it to rebadge existing training programmes, and a fall in apprenticeship starts among under-25s.

None of this is exactly news inside the sector. What's odd is how rarely it makes it into the wider political conversation, given the size of the numbers involved.
